Call for a Dedicated Energy Negotiation Track

Energy-related emissions still account for almost 80% of global greenhouse gas emissions, however, the multilateral climate governance system of today is not fit to sufficiently address this issue with the urgency needed. Hence, the energy negotiation track is a cross-organizational open letter that calls on parties of the UNFCCC to take the matter of energy governance seriously and introduce a dedicated energy negotiation track under the UNFCCC.
The advocacy has started pre-COP28 and has picked up ever since with over 20 organisations being signatories to it as of today, with the number of signatories steadily rising. By signing the letter, organisations are committing to the letter’s main objectives as well as the dissemination of the demand. Only by bringing together a broad coalition of ENGOs, IGOs, and civil society, we can persuade the international community to finally take action in transforming global energy systems.
Why do we need it?
The multilateral system has been unfit for many years now to address our most pressing issue, the phase out of fossil fuels. Energy governance has been scattered across different institutions and transformative pledges are determined through voluntary pledges. While voluntary pledges show the willingness of member states and corporations to facilitate change, it does not allow for transparent processes that involve all relevant stakeholders and allows for accountability from civil society.
A dedicated energy negotiation track is not only equipped to tackle these issues but allows for negotiations on implementation of a just energy transition that moves debates away from high-level commitments towards actionable measures.
Who are we looking for to collaborate with?
We are looking for youth organisations, environmental NGOs, intergovernmental organisations, international organisations, think tanks, corporations and broader civil society to sign the letter. National parties and interest groups are highly encouraged to endorse the letter.
How can you support the advocacy?
You can support the advocacy by 1) signing the letter as an organisation, 2) disseminating the message through your social media channels, 3) talking to other organisations and national delegations on behalf of the movement, 4) bringing on more organisations to sign the call, 5) organising bilaterals with government representatives on the matter using the prepared communication materials. Even if not signing it, all organisations are highly encouraged to endorse and share the letter with their network over the relevant channels.
